WebLakka, retropie, retroarch standalone etc. Finally found out there was a composite out bug in raspbian which (amongst other things) was causing a ten min boot time. A dev fixed that and the patch was released the weekend I read the post. (They also removed a bunch of HDMI stuff that was being loaded which wasn't needed if composite was enabled.)

Since the Pi2Scart handles audio pass through to the crt via the stereo jack on the pi I thought maybe there was an issue with audio going over analog instead of a more expected setup via HDMI.
